Communications Director
Reports to: 91茄子 Vice President of Public Affairs, and Executive Director of
91茄子 Foundation
Job Summary
This position is responsible for executing the day-to-day internal and external communications
functions for 91茄子 and the 91茄子 Foundation. The Communications Director serves as the
day-to-day media contact, supports the communications function for both organizations, and
helps advance messaging that promotes the interests of the interstate natural gas pipeline and
related infrastructure industry. This role also supports communications with 91茄子 member
company representatives and helps facilitate alignment between 91茄子 and the 91茄子
Foundation.
Essential Responsibilities
- Develops and maintains familiarity with the interstate natural gas pipeline industry and the positions of 91茄子 on public policy (i.e., legislative and regulatory) issues affecting the industry.
- Plans and executes public communications programs to communicate pipeline industry
positions to related industry groups, media, member companies, government and the
public. - Proactively engages with the media to advance the 91茄子 and 91茄子 Foundation
mission. - In coordination with 91茄子 subject matter experts, the Communications Director takes the lead in developing advocacy content for digital audiences, use in direct advocacy on Capitol Hill and with executive branch agencies around key policy areas.
- Manages 91茄子’s Communications Committee and the 91茄子 Foundation’s Outreach,
Workforce, and Leadership Committee which includes coordinating with member
company chairs, maintaining committee priorities, supporting member engagement, and
advancing collaboration among committee members. - Primary responsibility for content and management of 91茄子 and The 91茄子 Foundation’s public facing digital outlets, including the website and its social media channels, such as Twitter/X, LinkedIn, YouTube, and Facebook.
- Prepares summary materials for 91茄子 Foundation studies and reports and develops/implements strategies for public release of these materials.
- Serves as Secretary to the 91茄子 Foundation Board of Directors, supporting board governance, official records, meeting materials, and follow-up on board actions.
- Assists in developing analyses and other materials to support legislative and regulatory positions through a combination of original research, surveys and analysis.
- Reviews regulatory comments, legislative testimony, advocacy material and other internal
and external documents for clarity and public consumption. - Works with executives and subject matter experts to develop, manage, and review materials and messaging for executive speeches, presentations, and board meetings.
- Keeps staff abreast of important media stories affecting the natural gas pipeline industry.
- Works with other 91茄子 departments to develop and manage communications to 91茄子 and 91茄子 Foundation Board members, and other member company employees engaged
with the associations. - Coordinates with outside communications consultants.

Qualifications
Education: College degree in communications, marketing or related discipline.
Work Experience:
- Must have a minimum of 5 years of communications, public relations or related experience in a congressional office, federal agency, trade association, public affairs firm, or policy-focused communications role
- Experience with natural gas pipeline regulation or FERC, a plus
- Must have experience managing digital content
- Experience managing grassroots outreach programs preferred
- Proficiency with Microsoft Office
Skills:
- Excellent verbal and written communications skills
- Copy editing abilities
- Demonstrated knowledge and proficiency with communications technologies and social media platforms
- Experience with search engine marketing, Google Analytics, and Google AdWords
- Familiarity with social media marketing
- Working knowledge of content management systems, HTML, coding, and digital marketing
- Familiarity with Adobe Creative Cloud (Photoshop, InDesign)
Environmental and Physical Conditions
This position is based in Washington, DC. Typically, this position operates in a
professional climate-controlled office environment. Travel up to 20% is required.
While performing the duties of this position, the employee is regularly required to
communicate and converse with employees in the English language. The employee must
be able to remain in a stationary position 50 percent of the time and occasionally move
about inside the office to access file cabinets, printer/copier and other office equipment.
The employee must be able to operate a computer and phone for extended periods of time.

Director, Regulatory Counsel
Reports to: Senior Vice President and General Counsel, Legal
Job Summary: The Regulatory Attorney serves as a subject-matter expert, collaborating with and assisting 91茄子’s General Counsel. The role involves regular interaction with the 91茄子 Legal and
Rates Committee, Accounting Task Force, Gas-Electric Task Force, and Construction Permitting & Compliance Task Force. The Regulatory Attorney will work on a wide range of substantive policy and legal matters, including but not limited to: FERC ratemaking and accounting, environmental construction policies, gas and electric reliability, pipeline permitting policy, pipeline operations, maintenance, and safety regulations, and federal appellate litigation.
Essential Responsibilities:
- Develop policy strategies and draft regulatory filings regarding pipeline ratemaking, accounting, permitting, gas and electric reliability, and construction matters.
- Meet with and advocate before federal agencies and other regulatory bodies, to advance 91茄子’s positions on pipeline ratemaking, accounting, permitting, gas and electric reliability, and environmental construction matters.
- Analyze significant FERC orders, court orders, and pleadings and communicate impacts to members.
- Develop expertise with FERC policies and regulations.
- Research and master relevant caselaw as it pertains to pipeline rate, certificate, and environmental permitting issues.
- Coordinate responses to Legal and Rates Committee, Accounting Task Force, Gas-Electric Task Force, and Construction Permitting & Compliance Task Force inquiries, including collating and analyzing member data.
- Review and edit, as appropriate, regulatory filings drafted by other 91茄子 committees as well as amicus briefs prepared by outside counsel.
- Support the Government Relations Committee by assisting with the development of draft legislation, talking points, and issue briefs.
- Support 91茄子 Communications by assisting with the development of press statements and responses to press inquiries.
- Prepare and deliver presentations for industry speaking events.
- Participate in various technical conferences and report key takeaways to members.
- Handle multiple issues simultaneously.
- Other duties as assigned.

Qualifications:
Education: Juris Doctorate degree from an accredited law school.
Must be a member in good standing of a state bar association.
Work Experience: Must have a minimum of 4 years of relevant legal work experience. Energy experience is strongly desired, preferably experience with natural gas pipeline regulation and FERC.
Skills:
- Strong legal research, writing, analytical, and communication skills.
- Experience drafting regulatory filings, briefs, pleadings, or similar legal documents.
- Ability to analyze complex regulatory, legal, and policy issues and communicate practical implications clearly.

Director of Project Management – 91茄子 Foundation
91茄子 Foundation has an immediate opening for Director of Project Management and Research. The Director of Research & Project Management leads the planning, coordination, and execution of The 91茄子 Foundation’s research studies and committee-driven initiatives. This role ensures strategic alignment of projects with the Foundation’s mission, supports cross-functional collaboration with industry stakeholders, and drives timely delivery of technical deliverables within scope and budget. The Director also serves as a technical advisor to 91茄子 staff and member committees, playing a pivotal role in shaping industry-wide knowledge sharing and best practices.
Here is what you will be doing:
Research & Study Management (50%)
- Lead the Foundation’s Planning & Studies process (i.e. research development), including committee coordination, study vetting, and execution oversight.
- Manage third-party research contracts, including RFP development, vendor negotiations, timeline and budget tracking, and invoice approval.
- Provide ongoing project management oversight to contractors, sponsors, and project steering committees.
- Conduct and synthesize reviews of existing Foundation work products to identify critical knowledge gaps and opportunities for future research and continuous improvement.
- Develop and maintain partnerships with academic institutions, government agencies, and other research organizations to leverage the Foundation’s research and foster collaborative opportunities.
Committee Facilitation & Engagement (20%)
- Provide guidance to the Foundation’s Vice Chair through a successful one-year Planning and Studies term, ensuring alignment with organizational goals.
- Facilitate activities for standing committees and subcommittees (e.g., Safety, Environment, Quality & Integrity, and OWL).
- Provide operational support for three of the four standing committees, coordinating agendas, facilitating meetings, acting as committee secretary, and ensuring continuity in the development and delivery of technical work products.
- Serve as project manager for the Foundation’s annual occurring workshops (P3, PCSR).
Member Relations & Program Support (20%)
- Manage the Foundation’s research library and databases.
- Represent the 91茄子 Foundation at industry events and technical meetings of industry-wide importance, including speaking engagements or technical panel facilitation.
- Support new member recruitment through briefings, eligibility evaluations, and membership committee participation.
- Collaborate with 91茄子’s policy staff as Technical Advisor.
Administrative & Strategic Support (10%)
- Monitor and evaluate emerging trends and technologies to guide research priorities and translate findings into clear, actionable recommendations for members and leadership.
- Support the Executive Director in developing agendas and coordinating speakers for member and board meetings.
- Support the Executive Director and President for ad hoc events requiring identification and coordination of member subject matter experts, e.g. Capitol Hill Showcase.
- Monitor project progress and provide regular updates to internal and external stakeholders.
- Travel to support logistics and execution of meetings, events, and workshops including three annual conferences.
- Other duties as assigned.
Background and Qualifications:
- Bachelor’s degree in engineering or a related technical discipline (advanced degree preferred)
- Project Management Professional (PMP) certification preferred
- Minimum 10 years of experience in pipeline project management or engineering
- In-depth understanding of pipeline safety, environmental permitting, and operational requirements
- Proven ability to manage multiple, cross-functional projects with senior-level stakeholders
- Experience with budget oversight, contract management, and consensus building
- Strong written and verbal communication skills, including report writing and public presentation
- Ability to work independently in a remote environment while managing multiple priorities

This position is full-time and includes a comprehensive benefits package, including a retirement match and employer-paid health insurance.
This role is based in Washington, DC with a hybrid work model reporting to the office at least three days a week. Some travel is required, typically 3 – 5 overnight trips out of the DMV area per year.
The anticipated base salary range for this position is $180,000-$200,000 per year plus annual incentive compensation. Final compensation will be determined based on a variety of factors, including the candidate’s education, relevant experience, and overall qualifications. Starting salaries are typically positioned toward the mid-point or lower end to allow for growth within the role over time.
